RIPA Testifies on Freight Rates and Hazmat Packagings

See HERE RIPA’s testimony before the CCSB regarding the Board’s recommendation to categorize packaging with hazmat residues as hazmat packagings.  Non-bulk packagings (e.g., drums) that contain even small amounts of hazardous residue and which are transported by common carrier will be classified for freight rate purposes as full hazmat packaging.  Many common carriers apply special handling fees to such packagings.  However, classifications are viewed as guidelines; specific transportation rates are always the subject of negotiation between individual shippers and carriers.

The change for packagings with residue is to be implemented in August 2014.
